The Project
Immigration, Refugees and Citizenship Canada had designated the Municipality of Clare as one of Canada’s 14 welcoming Francophone communities. This three-year pilot project (2020-2023) aimed to contribute to making the community of Clare more welcoming for all and to ensure that all members of the community have a positive attitude towards new immigrants, including those who wish to settle in French.
Thanks to a partnership between the Municipality of Clare and la Société acadienne de Clare - and since April 1st 2024 managed by le Conseil de développement économique de la Nouvelle-Écosse, CFA de Clare aims to promote inclusive leadership, equitable access to reception and settlement services, economic and employment opportunities and community-based engagement through a variety of activities and special services. It aims to support partnerships and community initiatives to help generate:
- awareness and an environment in which newcomers will feel welcome;
- links between newcomers and the Francophone community;
- a response adapted to the needs of French-speaking newcomers (women, youth, visible minorities, etc.);
- the integration (geographically and linguistically) of immigrants into Francophone communities and their desire to stay there.
To achieve this, this project aims to concentrate on the following five characteristics:
- inclusive leadership;
- equitable access to intake and settlement services;
- economic, entrepreneurial and employment opportunities;
- civic engagement and participation;
- welcoming public spaces.
The community of Clare remains focused on bringing growth and dynamism to the region: we are investing in our public spaces, implementing a housing strategy and investing in high-speed Internet. Our community is motivated to welcome new faces to benefit from and be part of this growth.

Community Advisory Committee - CFA Clare
In order to meet all the requirements of the IRCC’s Welcoming Francophone Communities project agreement, it was required that an advisory committee be established to act as a sounding board. This may include but is not limited to: providing ideas for new activities, helping to measure the success of the overall project and ensuring that the project meets all the needs at hand. At the discretion of the CFA de Clare team, key individuals representing various roles in the community were identified with the intention of representing inclusion and diversity in the Clare community.
The members of CFA de Clare’s Community Advisory Committee are:
